Mr. Kibwika-Muyinda born on 31st December 1954 is a trained lawyer, an Advocate of the High Court of Uganda and courts subordinate thereto and has practiced law in Tanzania and Uganda and provided legal consultancy services in other countries including Mauritius, Lesotho and Swaziland. He holds a Post-Graduate Diploma in Health Planning and Administration as well as a Master of Arts Degree in Health Management, Planning and Policy with specialization in Health Economics for Developing Countries.

Mr. Kibwika-Muyinda born on 31st December 1954 is a trained lawyer, an Advocate of the High Court of Uganda and courts subordinate thereto and has practiced law in Tanzania and Uganda and provided legal consultancy services in other countries including Mauritius, Lesotho and Swaziland. He holds a Post-Graduate Diploma in Health Planning and Administration as well as a Master of Arts Degree in Health Management, Planning and Policy with specialization in Health Economics for Developing Countries. His dissertation at Post-Graduation Diploma level was on ‘Resource Allocation for Primary Healthcare in Uganda’ and ‘Balancing Equity, Efficiency and Effectiveness: Policy Options for Financing of Health Services in Uganda’ at Master’s level. He has taught Health Economics at Makerere School of Public Health and Uganda Martyrs University, Nkozi. Mr. Kibwika-Muyinda has a professional career stretching over 40 years working at senior policy and management level of the health sector within Uganda, at regional and international levels including six years at the East Central and Southern African Community (ECSA-HC) as Director of Operations and Institutional Development. He has provided technical support and carried out consultancy work, operational and health systems research at national, regional and international level for governments, non-governmental organizations and international agencies in areas of health and social policy, strategic, business and operational planning, health services management, human resources management, health care financing and financial management, healthcare laws, legislation and regulation health management information systems, quality assurance and monitoring and evaluation. He is an experienced trainer and has carried out in-service training for senior, middle and operational level health managers and lectured at various institutions of higher learning including the Nuffield Institute for Health, University of Leeds, U.K, Makerere University Institute of Public Health, Kampala, Uganda Martyrs University, Nkozi, Busoga University, Iganga, Uganda Management Institute, Kampala and College of Business Education, Dar Es Salaam.

Mr. Kibwika-Muyinda is married with children.  He retired from the Uganda Public Service in 2004 and currently lives in his home town of Iganga where he practices agriculture mainly focusing on hass avocado and other food crops.
